How is the clear shrink tube on the cable used?

The idea is that the customer can easily label the cables. For this purpose, a piece of clear heat shrink tube is pushed on during assembly, as this is not possible afterwards.

You can mark your cable with a label printer or a piece of tape and then shrink the shrinking tube over it, so that the marking remains permanently on the cable and is not lost. As far as the shrinking tube is not needed, you can cut through it and remove it.
